Q: EULEX je bio blokiran nekoliko puta u proteklih nekoliko dana. Koji je stav KFOR-a po ovom pitanju?

A: KFOR priznaje mirne proteste. Medjutim, blokada puteva je jasno protiv SVAKOG zakona! Sloboda kretanja je neophodna Euleksu kako bi mogao da ispuni mandat.

Q: Zašto onda KFOR blokira ljude kada je Euleks blokiran na Severu?

A: Važno je osigurati bezbedno i sigurno okruženje. Blokada puta protiv Euleksa mora biti izolovana kako bi se tretirala na bezbedan način. Saobraćaj se vratio u normal odmah nakon oslobađanja puta za prolaz Euleksa. Mi zahtevamo bezuslovnu slobodu kretanja ne samo za KFOR, već i za Euleks kako bi mogao da ispuni svoju misiju i to smo već nekoliko puta jasno istakli i ranije. 

Q: Ali KFOR je, po onome što je  Stevan Radovanović rekao srpskoj štampi u Petak, prihvatio sporazum koji kaže da samo tri Euleks vozila mogu da uz pratnju KFOR-a prođu i da pri tom sa sobom ne vode carinike iz Prištine?

A: Za nas je zapanjujuće da čim neki službenik iz opštine sa severa Kosova da izjavu za medije, ta se izjava odmah objavljuje i štampa bez potvrde drugog izvora.  Čak šta više, samo se kopira i prenosi od strane drugih medija.

Dame i Gospodo, DOGOVOR ne postoji! I nikakvog dogovora u prošlosti nije bilo.

Predstavnici KFOR-a su napustili sastanak prošlog petka kada je došlo do toga da članovi skupštine opštine Zvečan su samo želeli da diskutuju o rasporedu kretanja KFOR-a, uključujući broj Euleks vozila i čak i vremenski raspored u toku jednog dana. To je neprihvatljivo! KFOR ima mandate da obezbedi bezuslovnu slobodu kretanja.

Stoga, KFOR nije, ne pregovara i niti će pregovarati ništa u vezi sa slobodom kretanja.

Q: Ali vi morate da razumete da ljude koji blokiraju Euleks na Severu! Dali je tačno da su oni uznemireni zbog recimo obaveza da zamene registarske tablice i dokumenta u budućnosti?

Ako je to istina, onda je to izenađenje za nas. Želeo bih da Vas podsetim da postoji dogovor postignut između Beograda i Prištine kome svi mogu da pristupe recimo na zvaničnoj internet prezentaciji vlade Srbije (http://www.srbija.gov.rs/kosovo-metohija/index.php?id=82315) gde je jasno navedeno “da će svi vlasnici vozila koji žive na Kosovu koristiti RKS ili KS registarske tablice”! Samo treba to pročitati!

Dakle, zašto bi vlada Srbije stavljala ovaj dogovor na svoj vebsajt ukoliko se ne slaže sa time? To znači da ne postoji razlog za blokadu Euleksa. I još jednom, sloboda kretanja je neophodna ne samo za KFOR, već i za Euleks i o slobodi kretanja nećemo pregovarati!

Mogu samo da ponovim:

KFOR nije, ne pregovara i niti će pregovarati ništa u vezi sa slobodom kretanja. Ni danas, ni u budućnosti.

Q: EULEX has been blocked several times within the last days. What’s KFOR’s stance on this?

A: KFOR acknowledges peaceful protests. However, building roadblocks is clearly against ANY law! Freedom of Movement is necessary for EULEX to be able to fulfill its mandate.

Q: Why does KFOR itself then block the people when EULEX is blocked in the North?

A: It is important to ensure a safe and secure environment. The roadblock against EULEX had to be isolated in order to be dealt with in a secure manner. Traffic resumed once the road was open again for EULEX. We demand unconditional Freedom of Movement not only for KFOR but also for EULEX to fulfill its mission as we repeatedly clearly stated several times in the past.

Q: But KFOR accepted an agreement as Stevan Radovanovic told Serbian media on Friday, which says that only three EULEX vehicles are allowed to pass when escorted by KFOR and not carrying any customs officials from Pristina?

A: It is amazing for us that as soon as one of the members of the municipalities in the North of Kosovo gives a statement to the media that it is going to be printed and published without any confirmation from a second source. Even more it just has been copied and pasted by other media as well.

Ladies and Gentlemen, there IS NO AGREEMENT! And there never was any agreement in the past!

KFOR representatives left the talks last Friday when it came out that the members of the municipality assembly of Zvecan only wanted to discuss the schedule of KFOR movements including numbers of EULEX cars or even timelines like once a day. This is unacceptable! KFOR’s mandate is to ensure unconditional Freedom of Movement.

Therefore, KFOR did not, does not and will not negotiate anything with regard to Freedom of Movement.

Q: But you must understand the people are blocking EULEX in the North! Is it correct, that they seem to be upset upon the obligation to have for example valid license plates and documents in the future?

If it is true, it is a surprise for us. I would like to remind you, that there is an agreement reached between Belgrade and Pristina which everybody can access and read for example on the official website of the Serbian government (http://www.srbija.gov.rs/kosovo-metohija/index.php?id=82315) quoting that “all car owners residing in Kosovo will use either RKS or KS vehicle license plates”! You only have to read it!

So, why should the Serbian government put this agreement on its own website if they did not agree on these terms? This means, there is no reason to block EULEX and again Freedom of Movement is necessary not only for KFOR but also for EULEX and Freedom of Movement is not negotiable!

I only can repeat:

KFOR did not, does not and will not negotiate anything on Freedom of Movement. Not today and not in the future.
